What is the CQC registration process?

1.    Apply for DBS Checks 

Your nominated registered manager will need what is known as a CQC countersigned DBS check, regardless of if they have a DBS already. This can be applied for here: https://cqc.disclosures.co.uk/?accesstype=registrationPage.

This can take up to 10 weeks, so it’s advisable to start earlier - however it’s never usually this long, especially if your manager has a DBS recently elsewhere or through their work. 

Directors of the company and shareholders do not need a CQC countersigned check, however you should have an enhanced DBS check on file for each person.  

2. Create all Documents 

You will need to create: 

- A Business Plan and Financial Forecasts (3 Years)
- Statement of Purpose
- Policies & Procedures (Specifically Safeguarding, Quality Assurance, Medication, Governance)
- Registered Manager’s Supporting Evidence Document
- Financial Viability Statement (Note: this needs to be signed off by an accountant or finance professional, they may want sight of your business plan with relevant financial forecasts)

3. Complete CQC Provider Application 

Your provider application can be done online here via the CQC portal: https://services.cqc.org.uk/public/provider-registration/signup.

4. Complete CQC Registered Managers Application 

Once your submit your provider application, your registered manager will get a link to complete the ‘registered managers’ application which is a separate form and runs alongside the provider application. 

5. Submit Application to CQC 

Once the managers application is submitted the application will go off to CQC to be checked. They will then get in touch and request more documentation.

What services can I provide under CQC regulations?

As a domiciliary care company you only need to register if your staff will be providing personal care to clients. The regulated activity from a CQC standpoint is personal care.  

‘Personal care’ includes helping with:

- Bathing & showering
- Applying lotions & creams
- Support with dressing
- Applying makeup & hair washing/care
- Support with shaving
- Oral care
- Assistance to use the toilet
- Support changing incontinence pads, and changing catheter or stoma bags

How long does the CQC registration process take?

The CQC registration takes on average 10 – 12 weeks from the point of submitting your application, depending on various factors.

If you want to avoid delays it's important documents and things submitted are correct first time.

How much does it cost? What are CQC fees?

CQC fees cover the cost of your initial registration, any changes and the cost of ongoing monitoring, inspection and rating. 

The good news is that you don’t have to pay a fee to register with the CQC. You will receive a fee invoice after the first year of trading on your ‘anniversary date’ of the registration being granted.

What paperwork do I need for the application?

You will need various bits of paperwork for the application itself which needs to be attached online. Additional paperwork will be requested by CQC once your application is accepted.

Aside from paperwork needed for the application, you will also need a full set of policies & procedures (tailored to and embedded into your service for the care you are providing). As well as all of the relevant forms in place (including HR forms, care plans and risk assessments) to help you in running the service safely and in line with regulatory requirements.

Do I need an office to register with the CQC?

You would need an address where you store service user documents. This could be a rented office, or a home office – but would need to be a physical location.

What are the requirements to become a registered manager?

Registered managers need to hold (or be working towards) a L5 NVQ in Leadership & Management in Health & Social Care. They also need to have relevant experience in the management of care services, and / or a healthcare-based degree e.g. nursing.

This could be as a registered manager, service manager, deputy manager, or even a care co-ordinator responsive for the training and supervision of staff. 

In many cases the registered manager will also be the director (e.g. if you are starting the company by yourself) and this is completely fine.
